William H. Waggaman, III, age 77, passed away peacefully from Lewy Body Dementia on Friday morning, October 3, 2025, with his loving wife of almost 53 years, Vicki, by his side.
Bill was born in Wilmington, DE, to the late William H. Waggaman, Jr., and Ruth McDowell Waggaman, on April 17, 1948. He was a graduate of Newark High School and the University of Delaware, with a BS in Agriculture Science. He was a U.S. Navy veteran, serving two years of active duty aboard the USS Eugene A. Greene in the Mediterranean, as well as four years of reserve duty. Bill was an avid scuba diver, but his true passion was fishing, from Cape Point on Cape Hatteras, to Cape Cod, MA, to Bucks Harbor, ME, to his favorite spot, Sunset Lake in Newark, where he was a member of the Newark Anglers Association.
Bill was appointed a Recruit Trooper with the Delaware State Police on August 1, 1975, and graduated from the 38th Academy Recruit Class. His long and storied career culminated on October 15, 1999, when he was promoted to Lt. Colonel, Deputy Superintendent. He retired on July 31, 2001. Bill was a lifetime member of the Association of Retired Delaware State Police. Following his career with the Delaware State Police, he spent 10 years working as a civilian investigator for the Delaware State Police in the Drug Diversion Unit. Bill was a humble man, an honest man, and an honorable man.
In addition to his wife, Vicki, Bill is survived by his son, William H. Waggaman, IV, and his wife, Ayesha, as well as his four grandchildren —William H., V, Delaney N., and Samuel B., all of Wilmington, NC; and N. Gavin (Haleigh) and one great-granddaughter, Marlee, of Jacksonville, NC. He is also survived by his two sisters, Ruth W. Clancy (Joe) of Newark, DE, and Rehoboth Beach, DE, and her family; and Kitty Lou Williams, also of Rehoboth Beach, DE, and her family.
Per Bill's request, services and interment with military honors in Delaware Veterans Memorial Cemetery, Bear, DE, will be private. A Celebration of Life will be scheduled at a later date. We would like to thank the care team at Christiana Care Accent Hospice for the kindness and care shown Bill.
