Carrie Lynn Neff, 43, of North East, MD, passed away Friday, March 10, 2023. Born in Wilmington, DE on October 26, 1979. She was the daughter of Debra Phipps Newsome and stepdaughter of Donald Lee Newsome, Elkton, MD. She was preceded in death by her father, Ronald Gene Phipps; and grandfather, Ronald Gayle Phipps.

Carrie loved spending time with her family, especially her son, Grayson. She also cherished many happy memories with her cousins and dear friends. Carrie loved baking goodies and made the best peanut butter fudge ever! She also enjoyed watching old movies and playing Scrabble. Carrie will be remembered as a kind, gentle soul.

In addition to her parents, Carrie is survived by her brother and sister- in- law, Chris and Cassie Phipps, Elkton, MD, niece, Tara Phipps, grandmother, Dorothy A. Phipps, Newark, DE, longtime companion, Karen Justus and her daughter, Autumn Justus, and many aunts, uncles and cousins.

A celebration of life service will be held on Tuesday, March 21, 2023 at 5 pm with visitation at 4 pm at Hicks Home for Funerals, 103 W. Stockton Street, Elkton, MD 21921.

Interment will be private.

In lieu of flowers, contributions in Carrie's memory may be made to Grayson Allen Phipps for his educational fund in care of the funeral home at the above address.
